Biography
Jessica Haggard focuses her practice on the issuance and re-sale of restricted and control securities, with a specialization in Rule 144 opinion letters.
In addition to her robust opinion letter practice, Jessica serves as securities counsel to numerous public companies across a range of industries and provides investor representation for securities transactions.
Jessica brings a depth of experience that spans both private practice and government service. Her background includes serving as securities counsel to numerous public companies, prosecuting securities fraud and violations as a former member of the U.S. Securities and Exchange Commission’s Division of Enforcement, managing private equity for America's wealthiest privately held company, and providing legal and regulatory guidance as in-house to registered broker-dealers/RIAs and a clearing firm. This breadth of experience informs her ability to assess legal risk, structure complex security transactions, and navigate regulatory scrutiny with precision.
Jessica is committed to helping public companies and investors achieve their strategic and capital markets objectives while maintaining rigorous compliance with the securities laws and national exchange listing requirements.
